Dear Secretary-General Barnett,
Support for the Third CARICOM Regional Conference on Reparations
On behalf of the bishops of the Antilles Episcopal Conference, I extend prayerful greetings and express our support for convening the Third CARICOM Regional Conference on Reparations, from 17 to 19 September 2026, and our solidarity with the region’s pursuit of reparatory justice.
We commend the Caribbean Community, the CARICOM Reparations Commission and the Government of Barbados for sustaining this necessary work under the theme ‘Reparatory Justice as the Coming Enlightenment.’
For the peoples of our region, reparatory justice is not simply a claim about the past. The genocide and dispossession of Indigenous peoples, the trafficking and enslavement of Africans, and the plantation and colonial systems built upon these crimes have left enduring social, economic, cultural, spiritual and psychological wounds. Their consequences continue to hinder human dignity and integral development. Reparatory justice therefore calls us to truth-telling, acknowledgement, responsibility, healing, and the repair of relationships and structures that still bear the imprint of this history. Reconciliation cannot replace truth and justice; it must grow from them.
We recognise CARICOM’s Ten-Point Plan for Reparatory Justice as a significant framework for regional dialogue and action, and we welcome the Conference’s consideration of the revised Plan. Our support for this process does not pre-empt the bishops’ careful discernment of every proposal. It expresses our conviction that the peoples and institutions of the Caribbean must face the question of reparatory justice courageously, collaboratively, and practically.
Antilles Episcopal Conference
This concern formed part of the AEC bishops’ ad limina visit to Rome. During our meeting with the Dicastery for Promoting Integral Human Development on 30 April 2026, we reflected on the enduring legacy of the plantation economy and asked how Caribbean societies, and the Church within them, might recover from this historical wound. Reparations arose directly in a dialogue that affirmed both the importance of the issue and the need for the bishops to discern the way forward with the peoples of the region and within the wider global conversation.
That encounter strengthened our resolve to deepen regional reflection and consultation so that the Church may contribute a considered moral and pastoral voice to the Caribbean dialogue. We shall draw upon Catholic Social Teaching and its commitments to human dignity, solidarity, the common good, justice and reconciliation, while listening attentively to the lived experience and wisdom of Caribbean peoples. We recognise also that credible Christian witness requires the Church to listen humbly and to examine its own historical relationship to slavery and colonialism truthfully.
Through the AEC Commission for Integral Human Development, we shall follow the
Conference’s proceedings and receive the fruits of its deliberations. Its work on the revised Ten-Point Plan and on coordinated action among the Caribbean, Africa and the global African diaspora will assist the bishops in the next stage of our discernment and in our continuing engagement with the Dicastery.
Please convey to the organisers, presenters and participants our assurance of prayers and solidarity. May this Third Regional Conference strengthen the Caribbean’s common voice and help move the global community from acknowledgement towards meaningful repair, renewed relationships and a more just future for all.

Steun voor de Derde Regionale CARICOM-conferentie over Herstelbetalingen
Namens de bisschoppen van de Bisschoppenconferentie van de Antillen (AEC) breng ik u een groet vol gebed over en spreek ik onze steun uit voor het bijeenroepen van de Derde Regionale CARICOM-conferentie over herstelbetalingen, van 17 tot 19 september 2026, evenals onze solidariteit met het streven van de regio naar herstelrecht. Wij prijzen de Caribische Gemeenschap, de CARICOM-commissie voor herstelbetalingen en de regering van Barbados voor het voortzetten van dit noodzakelijke werk onder het thema ‘Herstelrecht als de komende Verlichting’.
Voor de volkeren van onze regio is herstelrecht niet louter een kwestie die betrekking heeft op het verleden. De genocide op en onteigening van inheemse volkeren, de handel in en slavernij van Afrikanen, en de plantage- en koloniale systemen die op deze misdaden waren gebaseerd, hebben blijvende sociale,Neconomische, culturele, spirituele en psychologische wonden achtergelaten. De gevolgen daarvan belemmeren nog steeds de menselijke waardigheid en de integrale menselijke ontwikkeling. Herstelrecht roept ons daarom op tot waarheidsvinding, erkenning, verantwoordelijkheid, genezing en het herstel van relaties en structuren die nog steeds de sporen van deze geschiedenis dragen. Verzoening kan waarheid en gerechtigheid niet vervangen; zij moet daaruit voortkomen.
Wij erkennen het tienpuntenplan van CARICOM voor herstelrecht als een belangrijk kader voor regionale dialoog en actie, en wij verwelkomen het feit dat de conferentie zich buigt over het herziene plan. Onze steun voor dit proces loopt niet vooruit op de zorgvuldige afweging van elk voorstel door de bisschoppen. Het geeft uiting aan onze overtuiging dat de volkeren en instellingen van het Caribisch gebied de kwestie van herstelrecht moedig, in samenwerking en op praktische wijze onder ogen moeten zien.

Dit thema maakte deel uit van het *ad limina*-bezoek van de AEC-bisschoppen aan Rome. Tijdens onze ontmoeting met het Dicasterie voor de Bevordering van Integrale Menselijke Ontwikkeling op 30 april 2026 stonden wij stil bij de blijvende erfenis van de plantage-economie en vroegen wij ons af hoe Caribische samenlevingen – en de Kerk daarbinnen – kunnen herstellen van deze historische wond. Herstelbetalingen kwamen direct ter sprake in een dialoog waarin zowel het belang van de kwestie als de noodzaak voor de bisschoppen werd bevestigd om – samen met de volkeren van de regio en binnen het bredere mondiale gesprek – te zoeken naar de weg vooruit. Die ontmoeting heeft ons voornemen versterkt om de regionale reflectie en consultatie te verdiepen, zodat de Kerk een weloverwogen morele en pastorale stem kan laten horen in de Caribische dialoog. Wij zullen ons laten leiden door de katholieke sociale leer en haar uitgangspunten van menselijke waardigheid, solidariteit, het algemeen welzijn, gerechtigheid en verzoening, terwijl we aandachtig luisteren naar de geleefde ervaringen en wijsheid van de Caribische bevolking. We erkennen ook dat een geloofwaardig christelijk getuigenis vereist dat de Kerk nederig luistert en haar eigen historische relatie tot slavernij en kolonialisme op eerlijke wijze onderzoekt.
Via de AEC-commissie voor Integrale Menselijke Ontwikkeling zullen wij de werkzaamheden van de conferentie volgen en de vruchten van de beraadslagingen in ontvangst nemen. Haar werk aan het herziene tienpuntenplan en aan gecoördineerde actie tussen het Caribisch gebied, Afrika en de wereldwijde Afrikaanse diaspora zal de bisschoppen ondersteunen in de volgende fase van onze onderscheiding en in onze voortdurende betrokkenheid bij het Dicasterie.
Breng de organisatoren, sprekers en deelnemers alstublieft onze verzekering van gebed en solidariteit over. Moge deze derde regionale conferentie de gemeenschappelijke stem van het Caribisch gebied versterken en helpen de wereldgemeenschap te bewegen van erkenning naar betekenisvol herstel, vernieuwde relaties en een rechtvaardiger toekomst voor iedereen.
